The ALGA College of UCLG Africa “Gender Equality and Empowerment of Women and Girls for the Implementation of the SDG5 and the African Vision on Women’s Rights” trains and sensitizes 38 women elected local officials

In the context of supporting and accompanying the implementation of Sustainable Development Goald 5 on gender equality and the African vision for the promotion of women’s rights, United Cities and Local Governments of Africa (UCLG Africa) through its Africa of Local Government Academy (ALGA) and the Moroccan Association of Presidents of Communal Councils (AMPCC) through the Network of Locally Elected Women of Africa ,  Morocco chapter (REFELA-Morocco) organised an international training seminar on the theme: “Gender Equality and Empowerment of Women and Girls for the Implementation of the SDG5 and the African Vision on Women’s Rights”, from 09 to 13 December 2019 at Hotel La Tour Hassan, in Rabat, Kingdom of Morocco.

This international training seminar, which is also part of ALGA’s Action Plan for 2019, was supported by several partners, including :

The General Directorate of Local Authorities (DGCL) of the Ministry of the Interior of the Kingdom of Morocco;
The Ministry of Solidarity, Social Development, Equality and Family of the Kingdom of Morocco;
UN-Women – Multi-Country Office in the Maghreb and UN-Women in Malawi ;
Federation of Canadian Municipalities (FCM);
The Union of Cities and Municipalities of Côte d’Ivoire (UVICOCI);
The European Commission.

The beneficiaries of the International Seminar

The Seminar benefited 38 women representing Territorial Communities, Public Administration, Civil Society and the Community of Experts from Benin, Burkina Faso, Cameroon, Comoros, Côte d’Ivoire, Madagascar, Malawi, Mali, Morocco and South Africa.

UCLG Africa President, Mr. Léandre Nzué visits the organization’s headquarters in Rabat

On Wednesday 23 October, 2019, Mr. Léandre Nzué, Mayor of Libreville (Gabon) and President of UCLG Africa, made a working visit to the organization’s headquarters in Rabat (Morocco). President Nzué’s delegation was composed of Mr. Eric Joel Bekalé, diplomatic adviser to the Mayor of Libreville and Mr. Jean Bruno Mipinda, Adviser to the Mayor of Libreville. This was an opportunity for Mr. Nzué to exchange with the staff of the secretariat and lead a working session, to which he was welcomed by the Secretary General, Mr. Jean Pierre Elong Mbassi.

After a brief introduction made by Mr. Mbassi, the heads of departments presented the main ongoing projects and requested the support of the President for their success. President Léandre Nzue reassured all of his commitment to lead the advocacy on behalf of African local authorities at the national and international levels.  He was, then, invited by the African Local Governments Academy (ALGA) to support advocacy for the consideration of human capital capacity building at the local level.

The Membership and External Relations Department presented the program on transparency and integrity at the local level and requested the President’s input to involve major African capitals in joining UCLG Africa and ministries as associate members. For the program management, the current major project is the establishment of the Africa Territorial Agency, which is a financial vehicle that will enable local authorities to have access to the financial market. The launch meeting of the AAT founding club is scheduled for 11 November, 2019 in Durban (South Africa), as part of the World Summit of Local and Regional Leaders to be held from 11-15 November, 2019. The city of Libreville intends to be part of the member cities of the founding club.

The Climate Task Force received an assurance from Mr. Nzué to take the concept of locally determined conditions (CDLs), initiated by African local authorities, into the negotiations for the implementation of the Paris Agreement. In the direction of COP 25, a hearing with the Gabonese Head of State will be requested so that he can defend this concept to the States, Gabon being the next country to chair the African group in terms of negotiations.

The Network of Locally Elected Women in Africa (REFELA requested the support of the Mayor of Libreville to raise awareness among national associations of local authorities to set up national chapters of REFELA.  To date, 24 countries have REFELA national chapters.

The migration program and the African Capitals of Culture program were supported by the President. Libreville City Hall has been invited to sign the Charter of local and subnational governments of Africa on Migration.

President Nzué also gave assurances concerning the headquarters of UCLG Africa’s Central Africa regional office, which will be located in the city of Libreville.

6th International Conference of the MIDDLE EAST & NORTH AFRICA PUBLIC ADMINISTRATION RESEARCH (MENAPAR)

From 28th to 31st October 2019, the annual conference of the Middle East & North Africa Public Administration Research (MENAPAR) will be held  at Al-Akhawayn University in Ifrane (Morocco). The conference is organize by MENAPAR, Bahrain Institute for Public Administration, Al Akhawayn University, African Local Governments Academy(ALGA) of the United Cities and Local Governments of Africa (UCLG Africa),  UNDP,  International Institutes of Administrative Science(IISA), in partnership with  the National High School for Administration (ENSA, Morocco), the Aix-Marseille University ( France) and the University di Roma (Italy).

The theme of this 6th international conference of the MENAPAR is:” Public Administration Research and South-South Cooperation for the Achievement of the Sustainable Development Goals in the Arab Region “. As a regional member of the Global South, MENAPAR’s vision of creating “a highly developed Arab region via sound public administration” is aptly aligned with this global (Agenda 2030) and continental (Agenda 2063 of Africa Union) visions and mandates.

The objectives of the conference are:

  • To identify the status of South-South Cooperation vis-à-vis public administration in the Arab region;
  • To identify gaps in public administration of the region vis-à-vis the SDGs;
  • To identify the status of the achievement of the SDGs in the Arab region;
  • To analyze the relationship between the three spaces of PA, SSC, and SDGs in the Arab context;
  • To identify resources (financial and otherwise) from within and outside the Arab region that can support the achievement of the SDGs in the Arab region;
  • To evaluate the impact of existing relevant Arab programs and projects related to PA, SSC, and the SDGs;
  • To highlight and value the best practices.

The Conference will be marked by 2 special events:

  • The Best Practices Panel where more than 30 experiences from the Arab Region will be presented ;
  • The presentation of the translation of the Book on “Understanding Public Administration” of Prof. Michiel De Vries (Netherlands) from English to Arabic.

The opening ceremony will take place on Tuesday 29 October 2019 in presence of:

Nearly 200 stakeholders are expected to attend the conference, issue from International Organizations, Public Administrations and Institutions, Academia and Training Centers, Researchers and Experts, Practitioners, PhD students, Private Sector and Civil Society.

The national and the international press (based in Morocco) are invited to cover the opening ceremony on Tuesday 29 October 2019, at 9:00 am at the Al Akhawayn University – Conference Center (Auditorium).

On Monday 28 October, 2019, the Conference will start by the Best Practices Panel.

MENAPAR (www.menapar.org)

The Middle East and North Africa Public Administration Research (MENAPAR) is a registered international NGO with its Secretariat in Bahrain and serving the MENA region. It is open to international membership. MENAPAR is the regional arm of the International Institute of Administrative Sciences (IIAS) and also a member of the Global Coalition of Think Tank Networks (GCTTN) for South-South Cooperation. At the 3rd edition of the Forum of Territorial Managers and Training Institutes targeting the Local Level in Africa (FAMI), the Chairman of Mansakonko Area Council (Gambia), Mr. Landing Sanneh, highlighted the importance of investing in human capital at the local level in Africa. See the video below (also available as a transcript) recorded at the end of FAMI, which was organized by the African Local Government Academy (ALGA) of UCLG Africa, 10 -14 June 2019, in Ifrane (Morocco).

How have you enjoyed the 3 days at FAMI?                          

The course of these 3 days was very interesting and I would say, very relevant to my work in local government, taking into account the topical area that we are discussing, such as the renewal of area resources, financing in local governance and also the spectrum of capacity building. The key aspect was the sharing of experiences and information with other colleagues. I have learnt a lot from the experiences of mayors and others colleagues from across Africa and beyond. I think this is a big opportunity, which I will share with other colleagues when I return home.

Why is it important to invest in human capital at the local level in Africa?

I think investing in human capital is a prerequisite to sustainable development, because then you have the personnel and resources to do the work that is necessary to create development for our countries and our continent. Without rapid training and capacity enhancement, I think we will be going back and forth and won’t further the agenda or sustain the gains that we make. In essence, I think we can’t do anything much apart from hold and build capacity to make sure we create the foundation for our development, objectives and strategies.

What is your last word?

I appreciate this training and the opportunity given to us by ALGA, UCLG Africa and all the partners involved in this program. I will encourage the organizer to look at how much we can still expand on these kinds of activities and also see how many more activities will come. I believe that if local government authorities are not enhanced they will not see the fruits in national development. This is where we have the people, where we have the grassroots, and if local government authorities enhance capacities well enough then development of the people will happen and will be taken seriously. If people at the grassroots are developed then, of course, they will also develop nationally.

Libyan mayors on a study tour to Morocco -Report

UCLG Africa and the National Association of Libyan Municipalities  organized a study tour to Morocco for a delegation of Libyan Mayors from 13-21 September, 2019.  The delegation, led by the President of the Association, Mr Hussein Khalefah Edawadi Daiab,  was composed by Mr. Mohamed H.H. Harari, Secretary General of the Association Former Minister of Local Development, Mr. AlBaroni Mustfa Mohammed Mohammed, Mayor of the Municipality of Alazintan, Mr. Albasheer Omar Ali Diban, Mayor of the Municipality of Azawya South, Mr. Hussen Fadel Mohammed Ahmed, Mayor of the Municipality of Daraj.

The Libyan delegation held several meetings with all UCLG Africa Departments. The delegation commits to finalize the membership process and to bring and encourage more Libyan Municipalities to adhereto UCLG-Africa and to support its endeavors and activities.

Subsequently, the Libyan mayors had the opportunity to visit the headquarters of the three National Associations of  Local Authorities existing in Morocco and to discuss with their leaders, namely: The Association of Moroccan Regions (ARM), the Moroccan Association of Presidents of Prefectural and Provincial Councils (AMPCPP), the Moroccan Association of Presidents of Municipal Councils (AMPCC).

ALGA participation in the PSI Workshop on the Local and Regional Government (LRA)/Municipalities Sector for Arab Countries and Francophone Africa

The African Local Government Academy (ALGA) of UCLG Africa participated from 24 to 25 September 2019, in the PSI workshop on the Local and Regional Government (LRA)/Municipalities Sector for Arab Countries and Francophone Africa.  UCLG Africa’s intervention was made at the round table on “Decent work and social justice: prerequisites for sustainable urbanization and inclusive cities”.

“Capacity building in the work place is very important”, Pam Belcher- Taylor, Mayor of Paynesville (Liberia)

Pam Belcher-Taylor is the mayor of Paynesville, the largest city in Liberia and home to approximately 320,000 people. Since her arrival in 2018 she has placed the capacity building of human resources as one of the main pillars of her mandate, especially for women and girls in the work place.  This has seen the creation of women’s groups to help young women who live on the streets to change their life conditions and gain work skills.

In this video Mayor Pam Belcher-Taylor talks about some of the projects initiated by her municipality and gives advice to youth who want to engage in politics.

Mayor Pam Belcher-Taylor shared Paynesville’s experience with other African local authorities during the  3rd edition of the Forum of Territorial Managers and Training Institutes targeting the Local Level in Africa (FAMI), which was organized by the African Local Government Academy (ALGA) of UCLG Africa, 10 -14 June, 2019 in Ifrane (Morocco).

Training of 23 local actors, municipal elected official and administrative officer of the municipal technical and financial partners on «Local Governance»

Within the framework of the Strategic Partnership between UCLG Africa and the National Capacity Building Programme for Cities Management (PNFMV) on the one hand, and the implementation of the College of Local Governance of the African Local Governments Academy (ALGA), the city of Yaounde hosted, from 16 to 20 September 2019, the first Training Session on the theme of: “Local Governance”.

This Training Session aims to raise awareness and strengthen the capacities of local actors on the issues and challenges of Local Governance, in a context of challenges and opportunities for African Local Governments.

The opening ceremony of this Session was marked by three speeches, namely, the welcome of the Vice-President of the United Councils and Cities of Cameroon (CVUC), the intervention of the representative of UCLG Africa – ALGA and the opening speech of the personal representative of the Minister of Housing and Urban Development (MINHDU).

In his welcome address, Mr. Albert Anicet AKOA, Vice-President of CVUC, praised the partnership between UCLG Africa – ALGA and the PNFMV in these terms: “I would like to magnify the excellence of the partnership between UCLG-Africa through its Academy and the PNFMV, for the development of the capacities and the skills of the Human Resources of African Local Governments, one of the weak links of the processes of decentralization in Africa. One of the result of which is the holding of this training session on the Local Governance, following the 1st International Training Session on Decentralized Cooperation organized in July 2019 “.

The Vice-President did not fail to make the link between the theme and SDG 11 to show the importance of this training in the eyes of local elected officials of Cameroon.

In his speech, Mr. Joachim HUNLEDE, representing the Director of ALGA of UCLG Africa, reminded the noble mission entrusted to ALGA by the local elected officials of the Continent, namely “to support and accompany the Members and the UCLG-Africa networks in their quest for visibility, autonomy, good governance, professionalism and performance “, which cannot succeed or be fruitful without the involvement and commitment of all stakeholders concerned by this dynamic, namely the State Representatives, Local Governments and their Associations, Training Institutes and Anchoring Institutes of ALGA, the Community of Experts and Trainers as well as the Financial and Technical Partners.
