Association of local Authorities of Tanzania (ALAT)
Local governments in mainland Tanzania are brought together under their membership association, the Association of Local Government Authorities of Tanzania (ALAT). The association was established on December 13, 1984, following the re-establishment of the Local Government System, which was abolished in 1972. The goals of ALAT are to foster and promote local government development in Tanzania; to maintain and further the rights, interests and values of local government authorities; and to represent the Local Government Authorities of Tanzania, the International Union of Local Authorities and other international forums. The main outputs of the associations concern:

- To be a voice of local governments in Tanzania
- Ensuring a legitimate, accountable and sustainable organization

Association of (ABELO)

Rwanda Local Governments Association (RALGA)
RALGA is a membership organization that brings together local government entities in Rwanda. Its role is to promote the goals of decentralization and to transfer authority, resources, responsibility and accountability from central to local government within the framework of good political and economic governance, as formulated in the country’s long-term vision for 2020.
The main output areas of concern are:

RALGA also coordinates the Local Government Institute, which trains local government leaders and technical staff in various fields.

Council of County Governors (COG)
The Council of County Governors (COG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act (IGRA 2012). The Council of County Governors comprises of the governors of the forty-seven counties. Their main functions are the promotion of visionary leadership; sharing of best practices; to offer a collective voice on policy issues; promote inter – county consultations; encourage and initiate information sharing on the performance of county governments with regard to the execution of their functions; and collective consultation on matters of interest to county governments.
The main output areas of concern are:
– To provide a mechanism for consultation amongst county governments
– Share information on performance of the counties in the execution of their functions
– Facilitate capacity building for governors and consider reports from other inter-governmental forums on national and county interests, amongst other functions

Association of Districts of Victoria (ADV)
The Association of Districts of Victoria (ADV) was formed in 1994. This was registered under the Registration of Associations Act 1959 and subsequently amended. Its chairperson was granted status of mayor in 1997. Since 2003, the minister responsible for local government appoints the mayor with the cabinet’s approval for five years (previously, on behalf of its districts and forming part of the association, the MNAs of Victoria elected the chairperson). Receiving financial aid from the government and other sources, the association assists local authorities in their socioeconomic, sports and cultural activities. The Mayor of Victoria represents the capital of Seychelles both nationally and internationally. Only legislators and representatives of the districts of Victoria are admitted to the association. The executive committee consists of the mayor, a secretary and a treasurer. The latter two are elected for one year at the association’s annual general assembly. The mayor both chairs the association and is its executive head and spokesperson.

Structure of Local Governments in the Union of Comoros
The Union of Comoros has got 3 Islands, which are Grande Comore, Anjouan and Mohéli. Each Island is divided into “Prefectures” and Communes. The major cities are Moroni, Mutsamudu, Fomboni, Domoni and Mitsamiouli.
As per the law of territorial administration of May 2, 2011 the Commune is the lowest decentralized local government entity.
