UCLG Africa is the umbrella organization and the united voice and representative of local governments in Africa.  It was founded in 2005 in the City of Tshwane, South Africa as a result of the unification of three continental groups of local governments, namely the African Union of Local Authorities (AULA); the Union des Villes Africaines (UVA); and the Africa Chapter of the Unao dos Ciudades y Capitaes Lusofono Africana, (UCCL AFRICA).

Established as the African section of the world organization UCLG (United Cities and Local Governments), UCLG Africa now boasts a membership of 44 national associations of local governments from all regions of Africa, as well as 2000 cities that have more than 100,000 inhabitants. As such, the organization represents nearly 350 million African citizens.

Its headquarters are in the City of Rabat, The Kingdom of Morocco, where it enjoys diplomatic status as a Pan-African International Organization.

Our Vision & Mission

The vision of UCLG Africa is “Building African Unity and Driving African Development through the Grassroots.

To achieve this vision UCLG Africa’s Mission Statement outlines its principal goals to:

  • Unite African local government; place it in the continental political and economic development context and represent it in all relevant forums
  • Strive for the establishment of local government as a distinct sphere of government working in support of national and other spheres of government in Africa
  • Ensure democracy, equality and respect for human rights at the local level
  • Promote sharing of human and intellectual capital as well as other resources among local authorities in Africa
  • Empower local governments through research, training and capacity development
  • Pursue sustainable development in partnership with institutions, structures and programs of the same mission


The Governance, Advocacy & Decentralized Development Program for Africa (GADDEPA) is the strategic vision for UCLG Africa, which aims to build Africa from the roots. ​​GADDEPA lays out the objectives of the organization and how it aims to deliver across eleven key priority areas to drive decentralized co-operation.
