It results from the unification of the three pre-existing continental groupings of local governments, namely the African Union of Local Authorities (AULA), the Union des Villes Africaines (UVA) and the Africa Chapter of the União das Cidades e Capitais Lusofonas Africanas, (UCCLA).

UCLG Africa is an institution that gathers 40 national associations of local governments from all regions of Africa as well as the 2000 cities that have more than 100.000 inhabitants. Therefore through its membership, UCLG Africa represents nearly 350 million Africans citizens.

UCLG Africa is a founding member of the United Cities and Local Governments (UCLG) world organization, and its regional section for Africa. UCLG Africa is currently headquartered in the City of Rabat, The Kingdom of Morocco, where it enjoys a diplomatic status as a Pan-African International Organization.

The UCLG Africa Secretariat consists of the Secretary General and the administrative staff at the UCLG Africa Headquarters and at the regional offices of UCLG Africa. The Secretary General is appointed by the Executive Committee and is the Chief Executive and Accounting Officer of the administration and secretariat of the UCLG Africa and is accountable to the Executive Committee. Its role includes managing the secretariat, supervising the regional offices of the UCLG Africa; and Taking charge of the implementation of activities and programs of the UCLG Africa.

The UCLG Africa staff committed to update the website content through officers with limited experience in front and back end wed content management whose capacities will be strengthened through guided learning and targeted support provided under the agreement’s knowledge transfer component over its one year duration.

2. Content of the mission

The service provider will:

– Provide renewal service for domain name and web hosting of UCLG Africa

– Implement security and maintenance updates as needed (including to CMs, modules and core updates

– Maintain the website’s adaptability (according to devices screen size)

– Be responsible for ongoing maintenance (inclusive of version Updates, security updates, fixes bugs, and daily backups)of the websites ensuring that they continue to run smoothly and are protected from security theats.

Call for Application: Project Officer – Central InfoPoint and Assistance to Cities (Accra, Ghana) for Covenant of Mayors Office for Sub-Saharan Africa (CoMO SSA)

After the adoption, in 2008, of the 2020 EU Climate and Energy Package, the European Commission launched the Covenant of Mayors to endorse and support the efforts deployed by local authorities in the implementation of sustainable energy policies.

The Covenant of Mayors is a unique bottom-up movement that succeeded in mobilising a great number of local and regional authorities to develop action plans and direct investments towards climate change mitigation measures.

The Project Officer – InfoPoint and Assistance to cities will be based at the UCLG premises in Accra, Ghana. The person will be selected by UCLG Africa to work on the Covenant of Mayors Office for Sub-Saharan Africa (CoMO SSA). She/he is expected to travel in the region and sometimes to Europe (Brussels project coordination office).

Tanzania Mayors Award, call for applications for job vacancies

The MAS aims to identify and acknowledge, every year, role models in local leadershipand the performance of local Councils in terms of promoting and practising effective service delivery, local economic development and good governance at subnational levels. The scheme is thus intended to promote and thereby contribute to the achievement of a performance-based, service delivery-oriented, and citizen-centred governance system that favours the emergence and consolidation of accountable, participatory and inclusive local governments.

Call for Applications: Communication Officer- Covenant of Mayors in Sub-Saharan Africa

The Covenant of Mayors in Sub-Saharan Africa (CoM SSA) is a 4-year project with the
general goal of increasing the capacities of Sub-Saharan cities in their fight against climate
change and in their efforts in ensuring access to clean energy. Started in 2015, the initiative is
shaped by local authorities for the local authorities to reflect the local context and specifics.
The CoM SSA is looking for a full-time Communication Officer to manage the projects online
and offline communication activities. The Communication Officer will work closely with the
project coordination team based in Brussels, Belgium, the Helpdesk of CoM SSA based in
Accra, Ghana, all project partners and the communication team of the Global Covenant of
Mayors (G CoM).

Tasks and responsibilities:

• Manage the delivery of the communication strategy of CoM SSA with the aim of
increasing the visibility of the initiative to its target audiences, including Sub-Saharan
cities, EU Delegations, journalists and other relevant stakeholders
• Manage all media work, including actively pitching stories, write articles, press releases,
newsletters, and respond to press and other inquiries
• Develop the website in close collaboration with the developer and social media content,
maintain and update regularly the project’s website, Facebook, Twitter accounts in
English and French

• Maintain and update a database of journalists and media contacts and proactively
engage with media
• Coordinate, design, write, proofread and edit all types of informational and promotional
materials in English and French, such as brochures, leaflets, posters, banners, etc.
• Coordinate the production and execution of audio-visual materials such as infographics,
images and videos
• Ensure visibility of the project at key events, including live coverage on social media
• Measure and report on analytics and impact of the communication efforts
• Liaise closely with project partners to collect contributions (including translations in
Portuguese) and engage on their activities
• Ensure smooth, quick and close interaction with CoM SSA signatory cities to
communicate about their activities
• Any other tasks related to communication and dissemination aspects

Experience required

• At least 2 years of relevant experience in communication, media relations, social media
campaigns, etc.
• Excellent command of English and French, both spoken and written, is required.
Knowledge of Portuguese, would be considered an asset
• Experience in pitching stories for media and developing engaging content
• Experience working with stakeholders and media in Africa
• Strong event organization skills, experience with organization of large events is a plus
• Perfect command of social media (Facebook, Twitter, YouTube, Instagram)
• High proficiency in the MS Office suite, database management and Adobe Creative
Suite
• Experience in managing and updating websites (especially WordPress),
• Knowledge of the energy and climate issues
