The Africities Summit takes a further step with the creation of the Africities Investment Forum, a space for connecting local and subnational governments having projects to present to investors or technical and financial partners. The Africities Investment Forum will be held Thursday, May 19, 2022, in Kisumu (Kenya)
as part of the 9th edition of the Africities Summit.
The Forum aims to deepen the dialogue between local authorities and private operators with a view to better understanding the potential and investment opportunities that exist in the territories. The goal of the Forum is twofold : it involves both making potential partners aware of the constraints encountered by local authorities in setting up and financing their investment projects ; and on the other hand, to put project leaders in touch with the main partners, whether they are private investors, members of the Diaspora, institutions specializing in setting up bankable projects, or financial institutions, whether public or private. The purpose
is to jointly identify innovative and efficient solutions for the effective implementation on the ground of projects carried or presented by subnational governments.

The Forum will be organized in two parts : a part dedicated to sessions and workshops held as part of the reflections and exchanges of the thematic segment of the Africities Summit ; and a section devoted to establishing business relationships between regional decision-makers and public or private operators (B2B) organized as part of the Africities Exhibition.

This call for expressions of interest is open for a period of two (2) months from January 01 to February 28, 2022. It is aimed at members of UCLG Africa interested in the achievement of three (3) to five ( 5) investment projects considered as priorities and for which members wish to experience significant progress during their participation in the Africities Investment Forum.

1. Background

The UCLG Africa is soliciting proposals from qualified service providers to support its websites and online assets by providing infrastructure, maintenance and security update services including renewal of domain names and hosting. For sustainability purposes, the service agreement being solicited will be for a 1-year duration.
The websites are currently hosted with various providers.

The UCLG Africa staff committed to update the website content through officers with limited experience in front and back end web content management whose capacities will be strengthened through guided learning and targeted support provided under the agreement’s knowledge transfer component over its 1-year duration.

2. Content of the mission

1. The service provider will provide renewal service for domain name and web hosting of the UCLG Africa,
2. The service provider will implement security and maintenance updates as needed (including to CMS, modules and core updates)
3. The service provider will maintain the website’s adaptability (according to devices’ screen size)
4. The service provider will be responsible for ongoing maintenance (inclusive of version updates, security updates, fixes to bugs, and daily backups) of the websites, ensuring that they continue to run smoothly and are protected from security threats.

For sustainability purposes, the service agreement being solicited through this RFQ will be for a 1-year duration. Objective to provide monthly service support and maintenance on the UCLG Africa’s Customised built Integrated Information Management System on Office 365 and SharePoint platform.
The UCLG Africa currently has deployed Customised built Integrated Information Management Systems (IIMS) running on MS Office 365, SharePoint and it related APPs.

2. Content of the mission

– The service provider will implement security and maintenance updates as needed (including modules and core updates)
– The service provider will be responsible for ongoing maintenance (inclusive of version updates, security updates, fixes to bugs, licence management of the IIMS, ensuring that they continue to run smoothly and are protected from security threats.
The service provider will provide 24/7 support for emergencies in both French and English (regular support is only expected during regular working hours which will be minimum of 40 hours a month)

Call for applications for the recruitment of a Consultant for the drafting of the “Charter of local authorities for gender equality in Africa”. (Deadline April 30, 2021)

The project to create a “Local Authorities Charter for Gender Equality in Africa” is part of the implementation of the “Africa-Europe Marrakesh Pact for Local Equality” which aims to strengthen cooperation between United Cities and Local Governments (UCLG), UCLG Africa and its Network of local elected women of Africa (REFELA) and the Council of European Municipalities and Regions (CEMR) and the PLATFORMA network to advance equality of women and men in local life in Africa. The “Pact” was adopted during the 8th Africities Summit that took place in Marrakesh, November 2018.

Since then, REFELA-CGLU Africa, CEMR/PLATFORMA and UCLG have been workingtogether to draw up the approach for the implementation of this Pact, the main expected product of which is the drafting of the Charter, according to a participatory and consultative approach. And to give concrete expression to this approach, two provisions have been adopted:

· 2 mechanisms have been set up (1) the Africa-Europe Support Committee, composed of mayors, local elected representatives and experts from Africa and Europe, and (2) the REFELA-UCLG Africa Working Group, composed of the Secretary General and the Directors of the departments of UCLG Africa.

· An online consultation was conducted by REFELA-UCLG Africa, which was open from July to September 2019. This call had 2 objectives:

– to associate and involve a wide public in the drafting of the Charter;

– to collect the expectations, opinions and proposals of the public on how to write and adopt the Charter.

OBJECTIVES OF THE MISSION

The main objectives of the mission are to:

• Develop and draft the Charter text, from the first draft to the final text which will be adopted by African local authorities;
• Organise consultation workshops with local elected officials, civil society experts and
partners to collect opinions and suggestions on the drafts produced, informing and leading to the final product of the Charter;
• Provide African local authorities with a legal, political and technical framework document for the promotion of gender equality, adapted to their context and scale of
action and competences.

Launch of the call for expressions of interest in the Campaign  African Cities in Favour of the Economic Empowerment of Women

The Network of Locally Elected Women of Africa (REFELA) brings together women members of political bodies responsible for the governance of cities and regional authorities in Africa. REFELA was launched in Tangier, Morocco in March 2011. It is headed by an Executive Board of fifteen members representative of the five sub-regions of Africa and includes national chapters which are gender equality commissions of national associations for local authorities, members of UCLG Africa.

REFELA works for the development of female leadership in African cities and local communities and the definition and implementation of local policies and strategies in Africa. For its 2019-2021 triennial agenda, REFELA decided at its General Assembly (November 2018-Africities 8) to continue work on its three campaigns: 1. The campaign for African cities without street children; 2. The campaign for African cities with zero tolerance of violence against women; 3. The campaign for African cities for the Economic Empowerment of Women.

This call for expressions of interest is addressed to leaders and councils of cities and local authorities in Africa, inviting them to voluntarily join the campaign, African cities for the economic empowerment of women.

II.INTEREST IN THE CAMPAIGN OF AFRICAN CITIES IN FAVOUR OF THE ECONOMIC EMPOWERMENT OF WOMEN

To highlight the scope and interest of this campaign, the REFELA team have developed a framework with accompanying analysis and documents:

  • The framing of the campaign emphasizes the objectives, mechanisms, stages and priority lines of action to be carried out respectively by REFELA-UCLG Africa, its partners and cities and local authorities that have joined the campaign with the support of their national associations and their REFELA country chapters;
  • The analytical report focuses on the current issues relating to the economic empowerment of women in Africa, the advances that have been made and the various constraints that women still face in the different sectors of the local and national economy. This analytical report is accessible at the knowledge site of UCLG Africa:
  • The document has an addendum on the integral profiling of African countries and the economic inclusion of women and their access to economic opportunities;
  • Other documents in preparation, such as the Tool Kit: ECO PACK WOMEN, will be made available to member cities in support of the campaign.

As a reference document for the campaign (see the article which appeared in the press review of UCLG Africa), it is clear that women need greater representation in all programs and projects targeting their communities, both politically and economically, in business and employment. Read more.

  • 4. The service provider will be responsible for ongoing maintenance (inclusive of version updates, security updates, fixes to bugs, and daily backups) of the websites, ensuring that they continue to run smoothly and are protected from security threats.

    • The following requirements will be applicable to the above:

  • a. The service provider will provide 24/7 support for emergencies in both French and English (regular support is only expected during regular working hours which will include a 100 hour dedicated support a month)
  • b. The service provider will be responsible for new integrations, plugins, extensions and/or customizations undertaken during the migration of the website, updating/replacement of plugins, extensions and themes and their maintenance.
  • c. The service provider will maintain site-wide standard security features (including for forms and logins)
  • d. The service provider will perform bug fixes in a quick and reliable manner.
  • e. The service provider will endeavour to transfer knowledge in responding to questions from the UCLG Africa’s content officers and provide targeted coaching sessions (either remotely or in-person).
  • f. The service provider must have great understanding in API integrations and ecommence environment

    4. Eligible conditions

    Only service providers with demonstrated experience , understanding as how local governmenyts works , longevity of operations and technical competencies to provide managed

    The United Cities and Local Governments of Africa (UCLG Africa) is the umbrella organization and the united voice and representative of local government in Africa. It results from the unification of the three pre-existing continental groupings of local governments, namely the African Union of Local Authorities (AULA), the Union des Villes Africaines (UVA) and the Africa Chapter of the União das Cidades e Capitais Lusofonas Africanas, (UCCLA).

    UCLG Africa is an institution that gathers 40 national associations of local governments from all regions of Africa as well as the 2000 cities that have more than 100.000 inhabitants. Therefore through its membership, UCLG Africa represents nearly 350 million Africans citizens.

    UCLG Africa is a founding member of the United Cities and Local Governments (UCLG) world organization, and its regional section for Africa. UCLG Africa is currently headquartered in the City of Rabat, The Kingdom of Morocco, where it enjoys a diplomatic status as a Pan-African International Organization.

    The UCLG Africa Secretariat consists of the Secretary General and the administrative staff at the UCLG Africa Headquarters and at the regional offices of UCLG Africa. The Secretary General is appointed by the Executive Committee and is the Chief Executive and Accounting Officer of the administration and secretariat of the UCLG Africa and is accountable to the Executive Committee.
