INTRODUCTION

The GCA and UCLG Africa signed a partnership protocol in November 2021, to accelerate adaptation and resilience building measures in African cities. At COP27, the two parties signed an agreement to operationalize the partnership through a resilience financing grant to address the needs identified and expressed by mayors, local governments and citizens; and to strengthen and accelerate multi-level governance for adaptation and resilience building in African cities. The activities agreed upon under this grant are in line with UCLG Africa’s strategic objectives and are fully aligned with the African Adaptation Acceleration Program jointly led by the AfDB and GCA.

United Cities and Local Governments of Africa (UCLG Africa) is seeking expressions of interest from its members to participate in this process of assessing climate risks and vulnerabilities to climate change. It should be noted that initially, two pilot cities will be selected according to a multi-criteria evaluation carried out by a committee set up for this purpose.

OVERVIEW & BACKGROUND

Urban areas hold more than half the world’s population and most of its built assets and economic activities, and therefore a high proportion of the population and economic activities most at risk from climate change. Urban climate change-related risks are increasing – including rising sea levels and storm surges, heat stress, extreme precipitation, inland and coastal flooding, landslides, drought, increased aridity, water scarcity, and air pollution – with widespread negative impacts on people’s health, livelihoods, and assets, and on local and national
economies and ecosystems.

The risks are higher in low- and middle-income countries, where the rise in urban populations is accompanied by a rapid growth of highly vulnerable urban communities living in informal settlements, many of which are on land at high risk from extreme weather. On average, 60% of urban residents in Africa live in informal settlements. Their existing vulnerabilities due to the lack of adequate income and assets, infrastructure, basic services, and voice in governance are further exacerbated by climate change-related disasters and stresses. Informal settlements are particularly vulnerable to climate change due to three underlying factors: their physical location, which is often environmentally fragile; the socio-economic characteristics of the residents, including high levels of poverty; and political and institutional marginalization, resulting in the absence of risk-reducing infrastructure and support to cope with shocks. Efforts to address the climate vulnerability of cities in Africa must, therefore, prioritize resilience building of the residents of informal settlements.

I – NATURE AND PURPOSE OF THE CONTRACT

1.Background
The UCLG Africa is soliciting proposals from qualified service providers to support its websites and online assets by providing infrastructure, maintenance and security update services including renewal of domain names and hosting. For sustainability purposes, the service agreement being solicited will be for a 1-year duration. The websites are currently hosted with various providers. The UCLG Africa staff committed to update the website content through officers with limited experience in front and back end web content management whose capacities will be strengthened through guided learning and targeted support provided under the agreement’s knowledge transfer component over its 1-year duration.

2.Content of the mission
1.The service provider will provide renewal service for domain name and web hosting of the UCLG Africa,
2.The service provider will implement security and maintenance updates as needed (including to CMS, modules and core updates)
3.The service provider will maintain the website’s adaptability (according to devices’ screen size)
4.The service provider will be responsible for ongoing maintenance (inclusive of version updates, security updates, fixes to bugs, and daily backups) of the websites, ensuring that they continue to run smoothly and are protected from security threats.
The following requirements will be applicable to the above:

a.The service provider will provide 24/7 support for emergencies in both French and English (regular support is only expected during regular working hours which will include a 100 hour dedicated support a month)
b.The service provider will be responsible for new integrations, plugins, extensions and/or customizations undertaken during the migration of the website, updating/replacement of plugins, extensions and themes and their maintenance.
c.The service provider will maintain site-wide standard security features (including for forms and logins)
d.The service provider will perform bug fixes in a quick and reliable manner.
e.The service provider will endeavour to transfer knowledge in responding to questions from the UCLG Africa’s content officers and provide targeted coaching sessions (either remotely or in-person).
f.The service provider must have great understanding in API integrations and e-commence environment

3.Title of the contract
Service contract for assistance to UCLG AFRICA on core app and web server infrastructure security and maintenance.

4.Eligible conditions
Only service providers with demonstrated experience , understanding as how local governmenyts works , longevity of operations and technical competencies to provide managed serviced are solicited.
A short list of three service providers will be selected by UCLG Africa.

5.Duration of the contract
The duration of the contract is one year covering the period from the 1st January to the 31 th December 2023.

6.Budget
The budget avalaible for the emplementation of this contract shal not exceed 60 000 EURO.

United Cities and Local Governments of Africa (UCLG Africa), the representative organization of Local and Regional Governments of the African Continent, has set up a Climate Task Force in order to promote the involvement of African local governments in climate action and to contribute to increasing the ambition of the Paris Agreement to limit global warming to 1.5°C by the end of the century, and to better adapt to the consequences of climate change.

UCLG Africa’s Climate Task Force works to develop a portfolio of territorial projects in the field of climate that are eligible for climate finance, including the Green Climate Fund.

To this end, it is essential to create an efficient framework to pool efforts, facilitating the targeting and deployment of African experts able to contribute to accelerate the implementation process of NDCs in Africa.

It is in this perspective that UCLG Africa launches a call for applications for the creation of a Network of African Experts.

The creation of this Network will certainly contribute to consolidate and make available the knowledge and skills of the various African Experts at the service of African local governments.

It will allow to accompany African local authorities in the process of territorialization of NDCs and the development of bankable territorial projects in the field of climate action and biodiversity preservation and safeguard.

To this end, the following priorities have been identified :

– Regional Local Government Readiness Program
– Development of a project portfolio in the areas of mitigation and adaptation
– Development of a technology requirements plan for NDC acceleration
– Development of nature-based projects

The Africities Summit takes a further step with the creation of the Africities Investment Forum, a space for connecting local and subnational governments having projects to present to investors or technical and financial partners. The Africities Investment Forum will be held Thursday, May 19, 2022, in Kisumu (Kenya)
as part of the 9th edition of the Africities Summit.
The Forum aims to deepen the dialogue between local authorities and private operators with a view to better understanding the potential and investment opportunities that exist in the territories. The goal of the Forum is twofold : it involves both making potential partners aware of the constraints encountered by local authorities in setting up and financing their investment projects ; and on the other hand, to put project leaders in touch with the main partners, whether they are private investors, members of the Diaspora, institutions specializing in setting up bankable projects, or financial institutions, whether public or private. The purpose
is to jointly identify innovative and efficient solutions for the effective implementation on the ground of projects carried or presented by subnational governments.

The Forum will be organized in two parts : a part dedicated to sessions and workshops held as part of the reflections and exchanges of the thematic segment of the Africities Summit ; and a section devoted to establishing business relationships between regional decision-makers and public or private operators (B2B) organized as part of the Africities Exhibition.

This call for expressions of interest is open for a period of two (2) months from January 01 to February 28, 2022. It is aimed at members of UCLG Africa interested in the achievement of three (3) to five ( 5) investment projects considered as priorities and for which members wish to experience significant progress during their participation in the Africities Investment Forum.

For sustainability purposes, the service agreement being solicited through this RFQ will be for a 1-year duration. Objective to provide monthly service support and maintenance on the UCLG Africa’s Customised built Integrated Information Management System on Office 365 and SharePoint platform.
The UCLG Africa currently has deployed Customised built Integrated Information Management Systems (IIMS) running on MS Office 365, SharePoint and it related APPs.

2. Content of the mission

– The service provider will implement security and maintenance updates as needed (including modules and core updates)
– The service provider will be responsible for ongoing maintenance (inclusive of version updates, security updates, fixes to bugs, licence management of the IIMS, ensuring that they continue to run smoothly and are protected from security threats.
The service provider will provide 24/7 support for emergencies in both French and English (regular support is only expected during regular working hours which will be minimum of 40 hours a month)
