Mission in Haikou, China
The UCLG Africa secretary general attended the UCLG Executive Bureau and World Council meetings in Haikou, China, on 22 to 26 November 2014.
The meetings were chaired by Jacqueline Moustache Bell, UCLG co president and Fahtallah Oualalou, UCLG treasurer.
The meetings received the activity report by the secretariat, and adopted the UCLG 2015 work plan and budget.
The executive committee further approved the renewal of the contract of the secretary general of UCLG for an additional term of 3 years ending in 2017.
On its part the UCLG World Council endorsed the resolution that the UCLG will organize the second world assembly of cities and local authorities in the framework of the Habitat III Conference in 2016. The secretariat was instructed to start talks with all members of the global task force of local authorities in order to rally all the networks of local authorities in this important endeavour.
The members of UCLG received extensive information on the rather busy international agenda of the year 2015, with the second Habitat III preparatory meeting in Nairobi (Prepcom II) in April 2015, the UN meeting on development finance in Addis Ababa in July 2015, the Beijing + 20 UN Conference and the 2015 MDGs meeting in New York in September 2015, to cite but a few. The members of UCLG were urged to participate in these meetings to confirm the role and presence of local authorities in the global debates.
Finally, the Council adopted the UCLG roadmap towards Habitat III and recommended to the secretariat to implement a strong communication campaign to share the content of the UCLG roadmap and mobilize support among and beyond members to ensure its full implementation.
At the request of the African members the UCLG World Council adopted a motion of solidarity with the local governments hit by the Ebola pandemy in Africa and called on the UCLG members to show solidarity with affected populations, localities and local governments.
