TERRITORIES: THE LOCAL AND REGIONAL AUTHORITHIES OF AFRICA PREPARE THE TWENTY-SECOND SESSION OF THE CONFERENCE OF THE PARTIES ON THE IMPLEMENTATION OF THE INTERNATIONAL AGENDA ON CLIMATE (COP22)

From 8 to 10 September 2016, will be held in the NOVOTEL hotel of Cotonou (Benin), the Forum of Local and Regional Authorities of Africa preparatory to the COP22 to be held in Marrakech (Morocco) from 7 to 18 November 2016.

 

Placed under the distinguished patronage of the Moroccan Presidency of the COP22 and labelled COP22, this meeting is initiated by United Cities and Local Governments of Africa (UCLG-Africa) withthesupport oftheGovernment of Benin Republic (Ministry of Environment). It will take place with the collaboration of theFrancophoneInstitute of Sustainable Development(IFDD),the NationalAssociation of the Municipalities ofBenin (ANCB),the Association of Regions of Morocco (ARM), the MoroccanAssociation of Presidents of Local GovernmentsCouncils (AMPCC)

The Forum is part of the preparations for the summit of local and regional governments leaders scheduled on 14 November 2016 in the framework of the COP22.

3rd EU-Africa Economic and Social Stakeholders Network Meeting: Resolutions on Migration and Climate Change

The EU-Africa Economic and Social Stakeholders Network Meeting was held in Nairobi, Kenya, on the 6th and 7th July 2016. This was, in fact, the third meeting of its kind after the previous ones took place in Brussels in 2014 and 2015. The EU-Africa meeting in Nairobi focused on two topics, which are Migration and Climate Change & Agriculture.

In order to ensure that the voices of the social and economic stakeholders are heard, the European Economic and Social Committee, together with other EU and African partners, organized this meeting bringing together the representatives of the employers, workers and various interests’ groups (particularly farmers) from both continents. This is consistent with the goals of the Joint Africa-EU Strategy, which aims to create, inter alia, a “broad-based and wide-ranging people-centred partnership”.

On the role of socio-economic players in legal migration policies, the participants underlined the importance of the contribution of migrants to the economic, social and cultural development of countries and called upon African countries to accelerate free movements of goods and people in Africa. They also stressed the importance of involving the socio-economic partners in the drafting, management, and implementation of migration policies.

On the role of socio-economic players in fighting against climate change, the participants highlighted that the full involvement of civil society, at all levels, is crucial. They also underscored the importance of a fair transition to low-carbon economies that can be thriving nonetheless as well as the need to supply appropriate financial instruments to be made available to developing countries as pledged at COP21 in Paris.

Local authorities of Morocco getting ready for the COP 22

Heading towards the COP 22 (Marrakech, 7-18 November 2016), the Ministry of the Interior of Morocco held on 13 July, in coordination with the Association of the Regions of Morocco and the Moroccan Association of the Presidents of Municipal Councils (AMPCC), a national meeting under the theme : «Local Authorities facing the challenges of climate change».

More than 500 local authorities (presidents of local authorities: regions, prefectures, provinces and municipalities), researchers, executives, and international cooperation organizations took part in the meeting.

They focused on four themes:

– Challenges of Climate Change to the Morocco

– Reclamation of solid and liquid and Climate Change

– Public lighting and Climate Change

– Urban transport and Climate Change

The work resulted on the declaration of Rabat, in which the presidents of Local Authorities of Morocco undertake to work towards the recognition of the right to a healthy and sustainable environment.

Thus, Local Authorities have to echo the call made by the Minister delegate to the Minister of the Interior, Cherki Drais, during the opening ceremony. He recalled the fundamental role of local and regional authorities in the fight against climate change and the preservation of the environment. “Local and regional authorities of Morocco are called, due to the large prerogatives under their devolved, to mobilize all available means and put the environmental issues and climate change at the heart of their priorities in the development of programs and implementation of their projects”, said Mr. Drais.

At this event, Mohamed Larbi Belkaid, Mayor of Marrakech took the opportunity to inform the participants that during the COP22, solar electric buses will be put into service.

Climate Initiatives COP22 Trophies for African Countries – Call for Projects

Climate Summit for Local Leaders: a Decisive Contribution to COP21

Right after the end of the 7th Africities Summit in Johannesburg, South Africa, the eyes of the world have turned to Paris for the COP21. Local leaders from all over of the world gathered in Paris City Hall on December 4th, 2015 for the Climate Summit for Local Leaders at the invitation of Mayor of Paris and UCLG Co-President, Anne Hidalgo.

The meeting was convened by Michael R. Bloomberg, U.N. Secretary-General’s Special Envoy for Cities and Climate Change, in partnership with the global networks of cities and local governments: C40, ICLEI and UCLG.

The local leaders who took part in this meeting issued a declaration that reaffirm their commitment to tackle climate change. In fact, the mayors, governors and local leaders who signed the Paris City Hall Declaration pledged to achieve ambitious goals to protect the environment and ensure a sustainable future, including to “implement participatory resilience strategies and action plans to adapt to the rising incidence of climate related hazards by 2020.”

The undersigned local leaders commit collectively to:

* Advance and exceed the expected goals of the 2015 Paris Agreement to be reached at COP21 to the full extent of their authorities;

* Produce and implement participatory resilience strategies and action plans to adapt to the rising incidence of climate related hazards by 2020;

* Deliver up to 3.7 gigatons of urban greenhouse gas emissions reductions annually by 2030—the equivalent of up to 30% of the difference between current national commitments and the 2 degree emissions reduction pathway identified by the scientific community;

* Support ambitious long-term climate goals such as a transition to 100% renewable energy in our communities, or an 80% greenhouse gas emissions reduction by 2050;

* Engage in partnerships among ourselves and with global organizations, national governments, the private sector, and civil society to enhance cooperation and capacity-building programs, scale-up climate change solutions, develop metrics and promote innovative finance mechanisms and investments in low-emission projects across the world.

Training on Programme of Activities and Standardized Baselines under the Clean Development Mechanism

The United Nations Development Programme, Regional Service Centre for Eastern and Southern Africa, and the UNFCCC Secretariat

are organising a Training on Programme of Activities and Standardized Base lines under the Clean Development Mechanism to beheld in Abidjan, Côte D’Ivoire from 30 June – 2 July 2013.

The objective of the training workshop is to strengthen the capabilities of current and potential Coordinating and Managing Entities (CMEs) and Designated National Authorities (DNAs) in Africa on developing and implementing PoAs and Standardized Baselines. The training will focus on the latest PoA and Standardized Baseline guidelines and standards, potential sectors where PoAs and Standardized Baselines can be effectively applied (usingpractical case studies), and linkages with other policy instruments (e.g. NAMAs). The workshop will be an opportunity for practitioners in the region to discuss experiences on how PoAs can be designed and managed more innovatively and how Standardized Base lines can offer the potential of simplifying and streamlining project development.

This call is to identify current and potential African Coordinating and Managing Entities (CMEs) and African Standardized Baseline developers to participate in the PoA training. UNDP will be responsible for the travel costs and daily subsistence allowances (DSA) for the selected individual experts to attend the PoA training.

Documents to be submitted in response to this call:

i. Personal CV including past experience in CDM / PoA projects and at least 3 references.
ii. 2 page expression of interest on why you, as a representative of your organisation, should be selected to participate in the PoA training.
iii. Letter of recommendationfrom the DNA in your country.

Expressions of interest in attending the training should be submitted to Ms. Helene Gichenje ( helene.gichenje@undp.org) by Friday 12 April, 2013
