Signing of a Memorandum of Understanding between UCLG Africa and the SAQQARA Training Center (Egypt)

On Monday 01 November 2021 in Luxor (Egypt), United Cities and Local Governments of Africa (UCLG Africa) and the SAQQARA Training Center, signed a Memorandum of Understanding (MoU) in the sidelines of the UCLG Africa Regional Caucus for the North Africa region.

The convention was signed by Mr. Jean Pierre Elong Mbassi, Secretary General of UCLG Africa and His Excellency Salah Shehata Nasser, Assistant Minister for Information, Infrastructure and Training of Egypt and the Director of the Saqqara Training Center.

The MoU sets out the general framework for collaboration, cooperation and partnership between the African Local Governments Academy(ALGA) of UCLG Africa and the Local Administration Training Center in Saqqara, as the Anchor Institute and Partner of ALGA to promote and implement training and empowering programs and capacity building for the benefit of the subnational and local governments in Africa.

A special focus will be made on digitalization declared M. Mbassi during the signing ceremony. “Decentralization will be effective when human resources capacities are effective. For the time being, we have decentralized the powers, we have decentralized sometimes the financial resources and we have rarely decentralized the human resources. The COVID-19 pandemic has precipitated us towards another era which is the era of digitalization. And if we miss the shift towards digitalization, we will be left behind. If our cooperation must have a perspective of immediate response, it’s first in the field of digitalization of our local governments. In North Africa, we have two countries that have made great strides in the digitalization strategy: Morocco and Egypt. We are counting on this partnership to enable us to accelerate this digitalization process.”

The mission of training of professional of local governments is key for progress. Only if we train people can we change their status. So, progress goes hand in hand with training people well. Training is ambitious and it is methodological as well”, said Mr. Salah Shehata Nasser.

Concluded for a period of 5 years, the two parties agree to carry out joint programs, including among others, assistance to training institutions targeting subnational and local governments officials and staff; development and implementation of training cycles for trainers; organization of peer reviews and peer learning as well as study tours for the benefit of subnational and local governments.

United Cities and Local Governments of Africa (UCLG Africa) is the Pan-African Organization composed of 54 National Associations of Local and Regional Governments (LRGs) from the five (5) African Regions (Central, East, North, Southern, and West). The SAQQARA Training Center:  The Local Development Center in Saqqara was established more than 30 years as the first integrated Training Center in Egypt in the field of Local Administration and trained more than 90 thousand trainees from the governorates of Egypt so far. All the Local Administration bodies to achieve the overall quality of the services provided by these Services to all citizens through training and development of the skills of leaders and employees of these Services also provides the development of administrative and technical systems and policies with the provision of advisory services in the field of local management and carry out studies and research that serve Local Development concerns.
