Marrakech hosts the 5th edition of the African Forum of Managers and Territorial Development Institutes targeting Local Governments from 6 to 11 December 2021 in Hybrid Mode 

From 6 to 11 December 2021, United Cities and Local Governments of Africa (UCLG Africa) through its African Local Government Academy (ALGA) and its Partners are organizing the 5th edition of the African Forum of Territorial Managers and Training Institutes targeting Local Governments (FAMI5_2021). This meeting is part of UCLG Africa’s contribution to the United Nations Decade of Action and is held in a hybrid format, in face-to-face at the MOHAMMED VI Administrative and Cultural Complex des Habous in Marrakech (Morocco), and online.

FAMI5 is organized in partnership with the Department of Economic and Social Affairs of the United Nations (UN), the Directorate General of Local Authorities (DGCT) of the Ministry of the Interior of Morocco, the Council of the Region of Marrakech-Safi , the Cadi Ayyad University of Marrakech, the Association of Regions of Morocco (ARM), the Moroccan Association of Presidents of the Councils of Prefectures and Provinces (AMPCPP), and the Moroccan Association of Presidents of Communal Councils (AMPCC).

The theme chosen for this 5th edition is: “The Digital and Intelligent transformation of Local Africa: the time to act is now!!! “.   

The Forum will be an opportunity to learn and discuss the dynamics of digital and intelligent transformation at the level of African Local and Regional Governments, particularly in the era of the Covid-19 pandemic and beyond, with an emphasis on the commitments made at the global and African level,  on the progress made, the challenges and obstacles, the innovations and the best practices at the level of the Local and Regional Governments and the other Actors and stakeholders committed and involved in the dynamics of the Digital and Intelligent Transformation.

Indeed, now countries and cities insist in their strategic vision on e-Governance, digitization, and the development of smart cities, making this choice a strategic orientation to guarantee the dynamics of sustainable development at local and territorial level, as part of the implementation of the United Nations’ 2030 Agenda and the African Union’s Agenda 2063. The Covid-19 pandemic in 2020 has been a force-multiplying factor for these trends, introducing remote work in Public Institutions in all levels of Governance, digital service delivery, virtual service teams, and even new fully digital service portfolios. Despite the existence of important African initiatives, sometimes awarded by regional or international institutions, digital transformation is not yet a priority project for Decentralization, for Local Governance and for Local and Territorial Development.

It is in this context and to answer these questions that the participants in FAMI5_2021 will meet for 6 days in order to make an effective contribution on this theme, with the goal of laying the groundwork and priority axes for a Road Map on the Digital and Intelligent Transformation of Local Africa.

The following are expected at this meeting: representatives of Governments, Local and Regional Governments, International Organizations, Territorial Managers, Representatives of training institutions, as well as representatives of the private sector and of civil society.

The opening ceremony will record the interventions of :

  • The Honorable Madame Christine Mba Ndutume Mihindou , President of UCLG Africa and Mayor of Libreville, Gabon.
  • Samir Goudar, President of the Council of the Region of Marrakech-Safi.
  • Moulay Lhassan Hbid , President of the Cadi Ayyad University of Marrakech. 
  • Jean Pierre Elong Mbassi , Secretary General of UCLG Africa ;
  • Representatives of Ministerial Departments ; 
  • Representatives of the National Associations of Local and Regional Governments of Morocco ; 
  • Dr John Mary Kauzya , Representative of the Directorate of Public Institutions and Digital Governance (DPIDG), United Nations Department of Economic and Social Affairs (UN-DESA), New York.

The media are invited to cover the opening ceremony scheduled for Monday, December 6, 2021 from 13:00 hours onwards, at the Grand Auditorium of the “Administrative and Cultural Complex MOHAMMED VI des Habous in Marrakech.
