Human Resources in African Local Government: Time to act is now!

United Cities and Local Governments of Africa-UCLG Africa scored a successful participation in the Habitat III Conference in Quito, Ecuador. The highlight of this participation was the organization of a side event on the human resources challenge within the Local Governments of Africa.

This side event focused on UCLG Africa newly established programme, the African Local Government Academy (ALGA), which was created on the request of the organization members to address the challenges of capacity building and professionalism in local Africa.

The exchanges and discussions between the different panelists and the audience were summed up in ten recommendations. The first recommendations focused on the construction of a process around perpetuity and on the understanding of the complexity of the urbanization process of Africa. The participants in the side event also stressed the need of an entrepreneurial mind-set characterized by foresight.

Registration for UCLG Africa Side Event of in HABITAT III

On 18 October 2016, UCLG Africa will organize, in partenership with the European Union, a side event within the Habitat III Conference, which will take place in Quito, Ecuador, from 17 to 20 October 2016.

The side event will focus on the challenge of human capital in local governments under the theme: “Human Resources in African Local Government: Time to Act is now!”

Aware of the importance of strengthening the capacity of local governments, UCLG Africa created the African Local Government Academy (ALGA) to help reinforce the managerial capacities of elected officials and improve the professionalism and skills of senior staff of African Local Governments.

The participants to Habitat III conference are requested to confirm their presence at this side event by sending an email to: secretariat@uclga.org  Attention: Ms. Fatima Razouki with a forward to Dr. Najat Zarrouk najat_zarrouk@yahoo.fr  by Monday, 10 October 2016.

The panelists expected to take part are:

  • -Dr. Zarrouk Najat, Director of ALGA and member of UN Committee of Experts on Public Administration – Morocco;
  • -Dr. Samson Kassahum, Ethiopian Civil Service University (ECSU) – Ethiopia;

IASIA & UCLG Africa sign Memorandum of Understanding

On 23 September 2016, in Chengdu (China), a Memorandum of Understanding (MoU) was signed between the International Association of schools and Institutes of Administration (IASIA) and United Cities and Local Government of Africa (UCLG Africa).

The MoU was signed for IASIA, by the new President Mr. Cavalcanti Bianor and the outgoing President, Mr. Michel De Vries. On behalf of UCLG-Africa, the document was signed by the Secretary General of the Organization, Mr. Jean Pierre Elong Mbassi.

The MoU shall provide a generic framework for the IASIA and the UCLG Africa to promote joint activities, training programs, share lessons learnt and build communities of practice, exchange knowledge, experiences, tools and documentation, in the areas of Public Administration, Governance, Local Governance and capacity building. These areas are important for UCLG Africa’ mission, which created the African Local Government Academy (ALGA), following the request of its members during the Africities Summit held in Marrakesh (Morocco) in 2009.

The Memorandum shall govern joint activities between the parties and shall be largely focused on organizing joint activities, to the benefit of elected officials and civil servants.

 

The Memorandum also aims at promoting collaboration and exchanges in programs, publications, training activities, study tours, peer learning, and in any other activities in the interest of both organizations.

A joint commission will be set up for follow-up and evaluation of the implementation of the MoU provisions. This commission will be lead on behalf of UCLG Africa by the Director of the African Local Government Academy (ALGA), Dr. Najat ZARROUK.

The partnership was signed for a renewable period of 3 years.

Note that, the International Association of schools and institutes of Administration (IASIA) is the specialized entity of the International Institute of Administrative Sciences (IIAS) established in 1961 and is located in Brussels.

– Officer in Charge of Educational Innovation

MEETING OF THE ACADEMIC BOARD OF THE AFRICAN LOCAL GOVERNMENT ACADEMY (ALGA) – PRESS RELEASE

The second meeting of the academic board of the African Local Government Academy (ALGA) was held from the 7 to 8 June 2016 in the Golden Tulip Farah Hotel in Rabat (Morocco). ALGA is set up by the Pan-African organization of United Cities and Local Governments of Africa (UCLG Africa).

 

Participated in  this meeting: (a) the members of the Academic Board of ALGA; (b) the representatives of universities, institutes and training centers dedicated to local communities selected to be the first institutions to anchor the Academy at the level of the different regions of Africa, namely:  for the Region of southern Africa, the Municipal Institute of Learning (MILE) Durban, South Africa; for the Region of Eastern Africa, the Ethiopian Civil Service University, Addis Ababa; for the  the English-speaking Western Africa Region, Institute for Local Governments Studies (ILGS) in Accra, Ghana; for the francophone Western Africa Region, Centre International de formation des authorities local (CIFAL); for North Africa: Al Khawayne University of Ifrane and the International University of Rabat (UIR), Morocco; (c) AAPAM, African Association for Public Administration and Management, Nairobi, Kenya; (d) the representatives of the institutions in support of ALGA: Institute of Housing Studies (IHS) in the University of Erasmus of Rotterdam, the Hague Academy; (e) representatives of the general secretariat of UCLG-A.

16th Session of the Executive Committee of United Cities and Local Governments of Africa (UCLG Africa)

On May 29 and 30, 2017, the 16th Session of the Executive Committee of UCLG Africa was held at the hotel “La Tour Hassan” in Rabat (Morocco).

The proceedings were chaired by Mr. Hugues Ngouélondélé, Mayor and MP for the city of Brazzaville (Congo), and Vice President of UCLG Africa for the Central Africa region.
