The establishment of ALGA was the subject of a resolution adopted by the local elected officials at the Africities Summit  in Marrakech 2009

Vision & Mission

The ALGA vision is to be the driving force behind the professionalization of local elected officials and staff in Africa by establishing: –

  • An operational capacity for and recognition as the leading accreditation body for training organizations in Africa on behalf of local governments;
  • A center of excellence for the standardization of local government education and training, strategic direction, educational innovation and development of local government professions;
  • An institution for the development of competences and capacity building of elected officials and staff of local governments.

ALGA’s mission is to provide services to African local governments through a web-based interactive platform or virtual university in four core areas:

a) Development of leadership and managerial skills

b) Improvement of the performance of local governments

c) Development of good governance, and

d) By providing an umbrella organization for local government professions.

Since 2009, the operationalization of ALGA has gone through the following main stages for its realization:

Service Offer

I. Governance Of Alga

ALGA set up within the framework of an international reflection, a Strategic Plan (2017-2021) laying down its status, its vision, its missions and its reform projects.

ALGA organized the 3rd Meeting of its Academic Council, in Rabat, on Thursday 21 September 2017. 38 Participants – representing UCLG-Africa, the ALGA Anchor Institutes, its Partners as well as Experts and resource persons –took part in this meeting. The program of this meeting was centered on the presentation of the progress achieved in the operationalization of ALGA, its Status, its organizational and operational modalities, its various training offers, its E-learning Platform project. as well as the implementation of the accreditation system

The Academy expanded its Network of Partners, through the signing of agreements or exchange of letters of intent, notably with:

  • ENDA-ECOPOP and OIDP Africa, Senegal;
  • ASSOAL / School of Governance and the Inter-African Alliance for Participatory Budgeting, Cameroon;
  • Municipal Institute of Learning, EThekwini Municipality, Durban, South Africa;
  • Swakopmund Municipal Institute of Learning (SMILE), Swakopmund Council, Namibia;
  • Al Akhawayn University of Ifrane, Morocco;
  • The Institute of Finance (IFD) under the Ministry of Economic Planning and Finance of Morocco.

During the meeting of their governing bodies, held in February 2017, UCLG-Africa became a member of the International Institute of Administrative Sciences (IIAS), while ALGA became a member of the International Association of Schools and Institutes of Administration (IASIA), whose Headquarters is in Brussels, Belgium.

ALGA explored opportunities for cooperation, collaboration and partnership with other Training Institutes, International Organizations and Aid Donors, in Africa and across the world, by disseminating systematically documents on UCLG-Africa and ALGA.

In addition to office equipment, ALGA organized calls for candidacy for the recruitment of its staff. Within this framework, it conducted the recruitment of the Officer in Charge of the Observatory on Human Resources of African Local and Regional Governments (from Côte d’Ivoire), and the Officer in charge of Educational Engineering and Academic Affairs (from Madagascar).

The reports of the study on the “Development of the Constitution of ALGA as well as its Organizational and Operating Arrangements” were also translated into English.

II. Training, Capacity Building And Knowledge Exchange Activities

1 – Regarding the design of the Executive Master of City Managers, in partnership with IHS-Erasmus of Holland, a meeting was held under the chairmanship of the Secretary General of UCLG-Africa to review the proposal of IHS. IHS forwarded to ALGA a new version which takes into account the observations and recommendations of UCLG-Africa and ALGA. IHS also finalized the two MOOCs on “Climate Change Planning in African Cities” and “Financing of Urban Infrastructures”, available in English on the COURSERA Platform.

2 – Contribution of the Director of ALGA, in January 2017, to the short-listing of candidates from The Gambia, Guinea and Senegal, to enjoy the Young African Leaders Program, in partnership with the African Association for Public Administration and Management (AAPAM) and the Government of Canada.

3 – Organization of the Study trip of the Students of the Florida International University (FIU) (13 participants), from 05 to 10 March  2017, in Morocco, in partnership with the Ministry of Home Affairs, Al Akhawayn University, Ifrane, the International University of Rabat (IUR) and the Advanced National School of Administration (ENSA) of Morocco.

5 – Organization of a Workshop on the educational preparation of the College of Participatory Budgeting, in Rabat, on 20 and 21 April 2017. The College whose aim was to finalize the development of the educational model, was facilitated by African and International Experts in Participatory Budgeting.

6 – Participation of the General Secretary of UCLG-Africa and the Director of ALGA in the works of the XVI Session of the Committee of Experts of UN Public Administration, in New York, from 24 to 28 April 2017, on the topic “Ensuring the effective implementation of the Sustainable Development Goals: leadership, actions and means”. During this mission, the Secretary General of UCLG-Africa had an interview with the Director of the Department of Public Administration and Development Management (DPADM) which is under UNDESA.

7 – Organization and contribution to the Peer Learning Seminar on “Localization of the Sustainable Development Goal 11: Towards Inclusive Urban Planning in Southern Africa”, in partnership with the City of Swakopmund of Namibia, UCLG and UNESCO- Southern Africa Office, Swakopmund, 16-19 May 2017. 54 participants took part in this Seminar, representing Mayors, Directors of Urban Planning from South Africa, Botswana, Namibia, Malawi and Zambia; in addition to UCLG representatives, experts and resource persons.

8 – Participation of the Director of ALGA in the Seminar “Training of Trainers on the Localization of Sustainable Development Goals”, organized by UCLG for the benefit of some twenty (20) representatives from its Regional Sessions, including UCLG-Africa, in Barcelona, ​​25-26 May 2017.

9 – Within the framework of the implementation of the Partnership with AAPAM, ALGA was represented by the Director of the Regional Office of Southern Africa at the Seminar organized by AAPAM, on “the transformation of Human Resource Management to attain Agenda 2063 and SDGs,” in Johannesburg, South Africa, 27-29 June 2017.

10 – Participation and contribution to the organization of Urban Thinkers Campus-UTC in El Jadida, Morocco, from June 29 to July 2, 2017, in partnership with the Africa Union of Architects (UAA), UN- Habitat and the National Association of Architects of Morocco.

11 – Development of Concept Notes and Calls for Expression of Interest for the launch of the Professional Internship Offer for Architects, within the framework of the implementation of the Agreement signed with the Africa Union of Architects (AUA). These documents were launched on the UCLG-Africa Portal as from 1 June 2017.

12 – Thanks to a balance of funding from CIFAL-Ouagadougou, a Seminar on the Localization of SDGs was organized in Ouagadougou, Burkina Faso, from May 29 to June 1, 2017, in partnership with UCLG. The Presidents of 16 Associations of French-speaking Countries took part in this training and this, within the framework of the College on the Localization of SDGs.

14 – Participation of the General Secretary of UCLG-Africa and the Director of ALGA in the XXIII Inter-American Conference of Local Governments organized by Miami-Dade County, Florida International University (FIU) and the World Bank, from 12 to 15 July  2017. Some 560 participants from 21 Latin American countries took part in this Conference, representatives of Associations of Local Governments, Municipalities and Regions, representatives of public administration, components of the civil society, experts and resource persons.

15 – Organization of the 1st Study Trip for a group of 23 students from the American University of Cairo to Morocco, from 11 to 18 July 2017, in partnership with Al Akhawayn University, the Moroccan Association of Presidents of Municipal Councils (AMPCC), the Ministry in charge of Public Administration Reform and Civil Service, the Advanced National School of Administration (ENSA) and the House of the Elected Officials of the Region of Marrakech –Safi.

16 – As a member of the UCLG Capacity and Institution Building Working Group (UCLG), UCLG-Africa and ALGA took part in the annual meeting of this Group on 26-28 September 2017, in Durban, South Africa. UCLG-Africa and ALGA were represented by the Director of the Regional Office for East Africa and by two representatives of REFELA from the Southern Africa Region.

17 – At the invitation of the Honorable Mayor of the City of Graz and the European Training and Research Center on Human Rights and Democracy, the Director of ALGA undertook a mission to Graz, Austria, from 16 to 18 August 2017 to discuss the opportunities for the setting up of a joint project on “Promoting Human Rights, Democracy and Diversity at Regional and Local Level, through training and capacity building of Local Governments and other relevant stakeholders.” A draft road map was prepared and submitted to the Honorable Mayor of Graz.

18 – ALGA took part on 28-29 September 2017, in Rabat, in the Political Dialogue on Regional Economic Communities and Peacebuilding in the Maghreb, the Sahel and Central Africa, organized by the African Institute for Peacebuilding and Conflict Transformation (AIPECT) of Morocco, Nordic Africa Institute (NAI) of Sweden and African Peacebuilding Network (APN) – Social Science Research Council (SSRC).

19 – ALGA organized on 3 November 2017, at the Headquarters of UCLG-Africa in Rabat, in partnership with the African Institute for Peacebuilding and Conflict Transformation (AIPECT) of Morocco, a Conference on “The issue of peace in North Africa and Sahel.” Fifteen people took part in this Conference, including Elected Officials and Representatives of National Associations of Local Authorities.

20 – UCLG-Africa and its Academy took part in the 2nd Africa Forum for Urban Safety (AFUS), held in Durban, South Africa, from 1 to 3 November 2017 and preceded by the celebration of the World Cities Day (31 October). UCLG-Africa was represented by the Director of ALGA-Ouagadougou.

21 – On the occasion of COP23 on climate change, held in Bonn, Germany:

21-1- ALGA organized a Side Event on 13 November 2017 to present the MOOC (Online Seminar) on “Climate Change Planning in African Cities” produced in partnership with IHS-Erasmus of Holland. This side event was moderated by the ALGA Director, the REFELA Vice-President for the Northern Africa Region, 3 facilitators of the MOOC (from IHS, UN-Habitat and the University of Leeds) as well as the President of the NGO Energies 2050. Fifteen participants took part in this Side Event.

21-2- The Director of ALGA also took part in the Side Event organized by UCLG and CEMR, on behalf of the Global Taskforce, at the Pavilion of Cities and Regions, on 14 November 2017, entitled “Local and Regional Governments at the heart of the new partnerships for the achievement of global goals,” in which some 30 participants took part.  The objective of this side event was to explore the synergies between the different global agendas, the partnerships required between all stakeholders at the local, regional, national and international levels, bringing together representatives of local and regional governments and their partners to share their experiences and recommendations.

III. Accreditation & Quality Assurance Pole

Within the framework of the implementation of the Partnership with the International Commission on Accreditation of Education and Training Programs in Public Administration (ICAPA) under the International Association of Schools and Institutes of Administration (IASIA), signed in December 2016, ALGA received all the guides on which ICAPA is based in English and translated them into French.

The institutes that volunteered to start the ICAPA accreditation process include the Institute of Local Government Studies (ILGS) in Ghana. The Institute started the Self-Assessment phase of its Organization and 4 training programs, and presented a first Report on the subject to ICAPA. In the opinion of the Commission, ILGS would be ready for the phase of the ICAPA Experts’ visit.

IV. Observatory On Human Resources Of African Local And Regional Governments

ALGA developed a Methodological Note for the implementation of the Observatory, as well as the Summary of the Report on the Assessment of the Institutional Environment (2013) as it relates to the section on the Human Resources of African Local and Regional Governments.

In the same vein, two questionnaires intended for the development, on the one hand, of the 1st report on the management of Human Resources at the Local level in Africa, and on the other, of the database on the human resources of African Local Governments, were produced and translated into English, Arabic and Portuguese.

These questionnaires were distributed widely to the Ministerial Departments in charge of Decentralization and Local Governance, National Associations of Local Authorities, members of UCLG-Africa and the Networks of the latter. These documents were also distributed during the 1st Forum of Territorial Managers and Training Institutes targeting African Local and Regional Governments in Africa (see below).

1. Organization of the 1st Forum of Territorial Managers and Training Institutes targeting African Local and Regional Governments, in Morocco, at the International University of Rabat (IUR), Salé, on 18-20 September 2017

From 18 to 20 September 2017, UCLG Africa through ALGA, organized in Morocco, at IUR Salé, the 1st Forum of Territorial Managers and Training Institutes targeting African Local and Regional Governments in Africa and this, in partnership with the Ministry of Home Affairs, the Association of Regions of Morocco (ARM), the Moroccan Association of Presidents of Municipal Councils (AMPCC) and the International University of Rabat (IUR), Morocco, on the topic:

“Human Resources of African Local and Regional Governments: the Time to act … is  now!”

The Forum fits in with the framework of the celebration by the United Nations of the World Civil Service Day (23 June every year). The purpose of this day is to celebrate the value and merit of the Public Service for the communities and highlight the contribution of Public Service in the development process. These objectives are consistent with the strategic vision of UCLG Africa through Priority 3 of the GADDEPA Program (Governance, Advocacy and Decentralized Development for Africa) entitled: “Human Capital Development, Capacity Building and Intellectual Exchange.”

The main objective of this first Forum was to highlight the issues and challenges of modern human resources management at the local level, the role of professional networks of territorial managers in this modernization process, as well as the role that the Training Institutes must fulfill to strengthen the processes of decentralization, local governance and local development in Africa.

450 people, 25% of whom were women, representing 58 countries, including 38 African countries (representing Ministries, Presidents of National Associations of Local Governments, local elected officials, women local elected officials, Managers of Local and Regional Governments, Universities, Institutes and Training Centers, Professional Networks of Territorial Managers from Africa, Europe and the United States of America, International Organizations, representatives of the Civil Society and the Private Sector, Local Governance Experts, Students and the Media.

The works of this event contributed to a fruitful exchange on three fundamental issues that were the subject of 80 presentations on experiences and good practices: the place of Human Capital in the new geo-political context of Decentralization in Africa; Networking of Territorial Managers: a peer learning; promotion of quality in education, training and capacity building: a peer learning.

At the end of the works, the participants adopted the Salé Declaration which represents an important Roadmap for the modernization of HRM at the level of the African Local and Regional Governments, as well as a Vote of Thanks addressed to His Majesty King MOHAMMED VI of Morocco.

2. Co-organization of the 38th Annual AAPAM Conference in Morocco, El Jadida, on 6-10 November 2017

Under the High Patronage of His Majesty King MOHAMMED VI, UCLG-Africa, through ALGA, co-organized, with the African Association for Public Administration and Management (AAPAM), the Ministry of Reform of Administration and Civil Service, the Ministry of Home Affairs and CAFRAD; the 38th Annual AAPAM Conference, from 6 to 10 November 2017, in El Jadida, Morocco. 320 participants took part in this activity, representing 32 countries, including some 30 representatives of African local and regional governments from Comoros, Côte d’Ivoire, Madagascar, Malawi, Mali, Rwanda, Sierra Leone, Tanzania, Uganda and Zambia.

Parallel with the AAPAM Conference, and at the invitation of the President of the Municipal Council of Moulay Abdellah of the Province of El-Jadida, a dozen of local elected officials and representatives of African National Associations of Local Governments, mobilized by ALGA, undertook on Thursday 9 November  2017, an exchange visit to this Local Government and this, within the framework of strengthening cooperation and solidarity between African local elected officials.
