Harilala Ramanantsoa: Mayor of Antananarivo
Mayor of the Malagasy capital since 24 January 2025, Ms Harilala Ramanantsoa presented a progress report during the regular budget session of the municipal council in July.
One of the local councillor’s objectives is to establish a culture of accountability, ensuring that the CUA’s financial management is ‘transparent and responsible’. With a view to improving fiscal performance, the City Council wishes to set up a ‘one-stop shop’ for the centralisation of revenue collection. This system, which will be operational in all six districts, should facilitate the collection of duties and taxes and strengthen the efficiency of the local tax system. This series of measures is part of the stated desire to modernise municipal management and consolidate the capital’s financial foundations.
Earlier in July, the CUA signed a partnership agreement to open the first higher education institution for film and digital creation. This project is supported by the Urban Commune, the associaiton “Rencontres du Film Court Madagasikara” and international partners.
Designed as a tool for transformation and the future, this school aims to train 150 young people over three years, offering them high-quality professional training and a direct pathway to skilled employment.
The land dedicated to the school, located in Antsonjombe, was made available by the CUA, confirming a strong institutional commitment and a shared desire to invest in youth and culture. The signing of this memorandum of understanding is only the beginning, but it is a founding act. It seals a strategic alliance between cultural actors and local authorities, with a shared vision: to make arts education a lever for sustainable and local development.

Harilala Ramanantsoa is a Madagascan entrepreneur and politician, founder of the Madavision group and committed to various social causes. She was elected mayor of Antananarivo in January 2025, with 43.24% of the vote.
