Participation of UCLG Africa’s Academy (ALGA) to the Conference of the International Association of Schools and Institutes of Administration (IASIA) 

Within the framework of the Presidency of the International Association of Schools and Institutes of Administration (IASIA) assumed by UCLG Africa, through the Director of Development, Knowledge Management and ALGA, a Delegation of UCLG Africa took part in the 59th Conference of this Association, in Manila, Philippines, from 31 July to 4 August 2023.  

The Delegation was composed of : Dr. Najat ZARROUK, Director of Development, Knowledge Management and ALGA, UCLG Africa (Morocco); Her Excellency Mrs. Beatrice A. ODONGO, County Minister for Sports, Culture, Gender and Youth, Kisumu County Government (Kenya); Hon. Mr. Moussaid HAJJAJ, 2nd Vice-President of Benguerir Communal Council (Morocco); Ms. Victoria KIM, Head of Programme Management, UN-DESA, Public Institutions and Digital Governance Directorate (New York); Dr. John Mary KAUZYA, Former UN official, Senior Expert in Public Governance and Administration (Uganda), and Mr. Mohamed Reda EL ALAOUI, Project Manager, Digital Transformation Division, Directorate of Skills Development and Digital Transformation, General Directorate of Local Authorities, Ministry of the Interior (Morocco).   

UCLG Africa’s commitment to Digital Transformation at the local level 

The Conference was attended by more than 370 participants representing some 60 countries, and was organized by : IASIA, a Specialized Entity of the International Institute of Administrative Sciences (IIAS) headquartered in Brussels, Belgium; University of the Philippines National College of Public Administration and Governance (UP-NCPAG); Eastern Regional Organization for Public Administration (EROPA); Philippine Society for Public Administration (PSPA).  

On Wednesday 02 August 2023, UCLG Africa participated to the Plenary Session 5 on Digital Transformation in a VUCA World (Volatility, Uncertainty, Complexity, and Ambiguity).  

The Panel, chaired by Dr. Erwin ALAMPAY, University of the Philippines, and co-chaired by H.E. Mousa Abu Zaid, IASIA Vice-President for the Middle East Region and Permanent Member of the IDEAL Committee, Palestine, was composed of : 1. Dr. Najat ZARROUK, Director of Development, Knowledge Management and ALGA of UCLG Africa, Member of UN CEPA and President of IASIA, 2. Mr. Emmanuel C. LALLANA, Managing Director, IdeaCorp Inc. 3. Ms. Reinabelle REYES, Associate Professor, National Institute of Physics, University of the Philippines Diliman, Philippines.   

This panel was marked by the presentation of Dr. Najat Zarrouk on “UCLG Africa’s commitment to Digital Transformation at the sub-national level in Africa”.  In the context of dynamics and challenges of a rapidly changing word, the organization recognized once again the key role cities and local authorities play in digital transformation to promote sustainable and inclusive growth in productivity and prosperity at the grassroots for the benefit of all Africans.
