Updates From Institutional Strengthening & Capacity Development
Transparency, participation, accountability and integrity are vital for good governance. A pilot project, called Leaders in Local Government for Transparency and Integrity in Service Delivery in Africa, was set-up with the aim of strengthening local governments to combat corruption in service delivery. The regional offices are expected to promote the objectives of the pilot by mainstreaming this program and signing up additional associations with an interest in transparency and integrity. On November 9th, The West Africa Regional Director attended a workshop in Abuja, Nigeria, organized by the Association of Local Governments of Nigeria and the Nigeria Union of local Government Employees, on corruption at the grassroots level.
This was a welcomed initiative and the first time that both organizations had partnered with each other. Dignitaries of the Federal Republic of Nigeria attended the conference with Dr. Habibat Lawal, Secretary to the Government of the Federal of Nigeria representing the Head of State of the Federal Republic of Nigeria. All those who took the floor condemned corrupt practices.

With the support of UCLG Africa and Cities Alliance, AMLOGAL embarked on a study tour in Kigali, Rwanda from September 26th – October 1st, 2017. This newly created association has been supported by the UCLG Africa West Africa team and has included a study tour at the Rwanda Association of Local Government Authorities (RALGA). The tour encouraged peer learning and exchanges from RALGA, a mature association that illustrates best practice for national associations. Other similarities include the fact that both nations are recovering from long wars. Significantly, Rwanda has a very good model of decentralization and as Liberia has yet to adopt decentralization as its governing policy, it is essential for the team to learn from this classic model.
